Memento Vs Clock Boots?

So I'm working on a build for high damage with mana regen.
I'm going to use:
Third eye
Mummy rag
Crystal
Memento OR Clock boots
Some accories.

So I want to know which is better, 4/4 189 sd memento, or clock boots? (set ID's)

 

Clock boots got a heavy nerf so they are really bad for the build. the memento has good regen and spell damage

If you have a +2 tier (old) use clock boots.

 

Memento, it gives high hp, spell dmg (both raw and percent), and of course mana regen. I wouldn't recommend using the mummy rag either since once powders come out "Soontm" attack tier will boost attack speed instead of spell damage like it does now.

Eh I had a pair of those post nerf, it still was terrible for damage output.
