Not always, theres a value behind every stat, 0.30-1.30. I think if its 1.10+ its 1 star, 1.20 its 2 stars, 1.30 3 stars. That value determines what the value of that id will be, so you can also get something like 1.28 and still have 30% ws, thus resulting in 2 stars with max id.

 

Actually, it's 1 star if it's 1.01 or higher.

Yeah that's true, any value above base gets a star. Also what I said above explains why Pure with 120-520% spell damage (400% difference) only gets 120, 124, 128, 132 etc. value's, because the numbers aren't more than 100. Same for apoc.
