I would go with the Phantom blade (https://www.wynndata.tk/i/phantom+blade), but you can go with drought saviour too, it's bought in the almuj weapons merchant's shop (https://www.wynndata.tk/i/drought+savior)
The co-ords for the shop are:
x = 962, y= -1969

 

Ye, 1 mr is the max you can possibly get on a dagger at lvl 33 which is kinda meh

 

ye, I'd go for a different stat until you can get around 2-3 mr, hpr would be better (at least for a swapout)

 

just wear like tsunami and concentrations for mana, use whatever good dagger you can get your hands on
