    I'm trying to make a build for my mage and i tend to like fast moving and attacking when i play, so should i go for more agility or defense?

    If you like moving and attacking fast go with Dexterity and Agility (AKA Thunder and Air). Also since mage relies heavily on mana add some Intelligence/Water.

    Do elements actually have added effects in addition to the obvious? For example added walking speed?

    Not as far as I know, it's just that armor and weapons with certain elements tend to have certain effects/attributes, eg Earth-type weapons tend to have slow attack speed and high damage.
