Mage/Dark Wizard Help Lvl 103 Morrowind Build To Solo Li

Recently, I solo'd LI with a compromised Morrowind build and some stat pots (because the build was not at all optimized).

Now that I know I can barely solo LI, I would like a better build (preferably so I don't have to use stat pots).

I don't know if this is possible/reasonable, but here are my requirements:
-Very low budget of 14 LE (because I'm really, really low on LE)
-129+ intel or high mana regen
-Around 10k meteors
-Preferable not to have very low elemental defenses (around -100 is acceptable)
-Not super SP tight
-Uses Morrowind with 3 T6 air powders
-No crafted items
-At least about 10k health
-Can reasonably solo LI

I know the requirements may seem insane, so here is some gear I already have or can obtain:
-Anything I can buy after completing Qira Hive once
-Any Legendary Island accessories you can buy after 1 completion
-Anything you can buy from the CIB dungeon merchant
-Any Quest rewards except for ???
-Full Morph Set
-Sagittarius
-Memento
-Corkuff
-Royal Stormy Amulet
-Ski Mask
-Blue Mask
-Steamjet Walkers
-Capricorn
-Booster Plate
-Finesse x2
-Reminder x2
