    How do they work? I read some explanations in past threads but they weren't very helpful.

    So when you open a loot chest, a timer starts(3 min for T1, 6 for T2, 12 for T3, and 24 for T4). If you do /class or switch servers, all loot chests are locked until their respective timers finish.

    You almost had it. When you switch servers ALL CHESTS are locked for X amount of time based on tier of said chest. Example:
    T1 gets locked for 3 minutes after switching.
    T2 gets locked for 6 minutes after switching.
    and so on.
    This is actually my gripe with loot bonus and loot chests. I'd prefer if loot bonus actually works on mobs so when I login I can get decent loot from enemies right away and not several minutes after I waited next to the TIV chest in rodoroc. Unfortunately loot bonus on mobs is far worse than chests.
