Community Event It's That Time Again Kids (4 Stack Giveaway)

So the whole "the phone" thing has inspired me to create my own annoying puzzle of sorts. I tested the puzzle myself and it worked, so hopefully nothing bad happens.
So here's the puzzle:

Here are your first 3 hints:
1. The _ just means missing. Once solved, it should be pretty easy to figure out what the missing things are so I suggest ignoring them until you get the letters
2. Yes, the capitals matter
3. The random 1 near the end does not need to be "solved", but all the others do (essentially while doing it don't mess with the 1 and ignore it until fully decoded)

Basically decoding the puzzle gave you a link to a pastebin. After reading the pastebin, you would see it said to contact my alt "Andy The Bouncer" implying that you would need a password for Andy. It also implied the password came from "Hank Detroit" which implied it was Hank's password of a certain scene of the game, which was "FUCKINGPASSWORD". Giving this to Andy resulted in inviting you to a discord server where I asked you a riddle of what was in between life and death, the answer being limbo/nothing. So congrats to Half for winning the 4 stacks!
