Issue witch the 4th Bonus Cache

So i was wondering if the 4th Bonus cache in the Event 'Festival of the Heroes' is meant to be Level Caped because if i dont have the ??? Quest i can not get it.

 

The bonus caches are meant to be harder than the other scavenger hunt locations, though this one appears to require ??? to be completed in order to access the final room where you can access the secret area. Pretty sure the only way you'll be able to access this cache is to complete ??? up to the final meteor, then once you're in the final room before Mehme you can do the puzzle to reach it.

Not sure why they would make a cache that's questlocked but then again daily #8 is in an area that I'm pretty sure is in a region that will boot you out if you haven't done one of the rymek quests yet. I guess from this point forward, just be aware that any of the caches could be in areas requiring you to complete certain quests.

 

So not everyone can complete this Event if they wanted to?
Sounds to me a bit like excluding a part of the Players that just begun.
