Issue regarding my bank

My current character is level 24, and for some reason, a cannot buy more than 2 bank pages, it says the next page is only available to VIP, however, I have bought past the second page without this issue in the past with different characters. things I have tried to fix it with include restarting Minecraft, using /class to reload my character, playing on an older version, playing with Wynntils, and switching my storage type from character, to account storage, and back to character. none of these have worked, however interestingly enough, I was able to upgrade my storage on other characters still. I have yet to see anyone with this issue yet and all help would be greatly appreciated. Thank you in advance.

is there no way to fix it while keeping character storage?

 

it'll still stay, just click to switch between the two
and each class's class bank is separate (ofc)
