Is This Meant To Happen?

So yeah is this meant to happen?
For example, I have a +13 Strength Tisaun's Valor, and I have 22 strength. The requirment is 35 Strength, so when I put on the armor, I should logically be able to wear it right? But instead, it just pops off and tells me I don't have enough strength. Even if I have like 30 strength and put it on so I have 43, it still won't let me put it on. Is this meant to happen, or is it a glitch?

 

oh, yeah, the boost isn't taken into consideration when the game looks at if you are able to wear the armor.

You need the 35 strength to get the ability to wear the helmet and GAIN the 13 strength.

 

You need 35 strength in order to equip the chestplate. Only after you can equip the piece validly does its boosts come into play. Also, Tisaun's Valor is unobtainable, so I do hope you are talking a hypothetical. If not, I'm rather curious to know how you got ahold of it.
