Is This Item Illegal?

So I just got this pair of boots:

What confuses me is there have been people finding stuff like test boots 60 except theirs didnt have a level requirement, health, item tag (like unique), or any color. Theirs were determined to be illegal to trade and such and I was wondering if this was the same.

For the record I received these boots today from a loot chest.

Oh and it didn't need identifying when I found it.
