Is The "tisaun's Valor" Even Obtainable?

I've been hunting for the chestplate for quite a while now, but all I know about it is that it drops from dungeons.
Wynndata has updated to 1.20 but it still says that the item doesn't exist, however, sometimes I still see it pop up on the trade market for stacks of le, so it does exist.
Now I'm wondering if the item has somehow turned into legacy and is unobtainable, this would also explain why it's being sold for such high prices.

It’s level 87 according to WynnData so I think it would drop from CSST, but less likely to drop from CIB or FF

 

I tried that one quite a few times, but I and the people I do the dungeon with keep on getting unrelated legendaries, so maybe the item has lore connections to another dungeon, like how the "witherhead's bow" is (probably) tied to the ds dungeon only.
That or the item is simply rarer. Probably this one tbh
