Is The Relic Armor Locations Suppose To Have The Buttons Blocked?

I followed the guide by Adventures With HippieSnuggles for the relic armor locations. The first piece he guides too shows two buttons hidden by fire, but when I go there, the spot is blocked by clay? Is this suppose to be like this or did the devs temporary block access to the relic armor? Someone in Detlas was saying that the head and the chestplate weren't spawning. So i'm only assuming that this is the case.

 

Relics were removed in the last update, so it was probably that
