Is Taurus Good? Only With Cancer? Over Shadowed By Chestplate Of Ineptitude?

What I am trying to determine is does Taurus need more backbone to stand on?
Currently it has the base stats of:
+1000 Melee Damage
20% Melee Damage
10% Exploding
-20 Attack Tier Speed
I know that Cancer and Taurus use to have a really strong and accessable build together and can still in some re guard do.
However what I am trying to figure out is on it's own does it actually have any ground as a melee Chestplate for end game, or is it always overshadowed by Chestplate of Ineptitude?
Does it need more -Attack Speed and raw melee damage to kill the Cancer-Taurus Build and let Taurus shine on it's own? Or does it need more attention?
Even does it need Chestplate of Ineptitude to be nerfed?
That is what I am asking, what is consensus on Taurus?

Could you elaborate on why it is? is it just not even the best choice for a Super Slow Weapon?

 

Because with a good CoI you more than TRIPLE your DPS on a super slow weapon. The only advantage Taurus has is that it doesn't reduce Spell damage

 

I will say it does have quite good health too. Still that and no -spell damage would not really make it a viable pick over Chestplate of Ineptitude, now would it?
