Is Fruma Breeding People?

I was going over the lore today as I was curious about finding more about Fruma then I stumbled across the fact that Fruma is constantly giving new recruits to wynn. This surprised me because as the current population of wynn and at the rate people have been coming out of Fruma you'd think that they would have and a population crisis. This got me thinking even more. The Frumans aren't letting people in to Fruma either so there's no immigration what so ever. Can I also just say the Frumans have got it guid they're not paying 25 billion dollars for a wall as there's already a mountain range. Back on topic, how could the Fruman monarchy keep a continuous stream of powerful recruits that use magic when magic is limited to the monarchy and the Guards of Fruma. Well here's what I think, I believe that Fruma is breding super soldiers. Well that's all I've found out for today tell me what you think.

When the lore states that, they don't mean it as in "there's a stream of fresh recruits going to Wynn," it's mainly just an explanation for where the player comes from.

Since we don't know much about Fruma, we can't rule this theory out, but it's more likely they're just brainwashing dissidents and sending them our way.
