Is A Higher Lvl Legendary Automatically Better Than A Lower Lvl Legendary?

    I have 2 legendary Spears, both have 2 T3 Powders of the respective Elements, Fierce Thunder(Thunder) and Fissure(Earth). I believe that despite Fissure being a higher level Legendary, it deals less damage per second that of compared to Fierce Thunder. Am I right? Or did I just make a mistake?

    non-endgame items aren't worth too much. doesn't really matter which one it is

    Well if it is only dmg you are looking at then yeah sure lower level lwgendaries can deal more dmg than higher level legendaries. Some weapons are for offensive playstyle and some for defensive and thus a higher level defensive weapon may deal less dmg than a lower level offensive weapon

    From experience, putting powders on a faster weapon makes it more powerful than on slower weapons. That said, as both have 2 powders, Fierce Thunder outclasses Fissure (I also took Fierce Thunder to level instead of Fissure). + Fierce Thunder has XP bonus if this affects your opinion on the items.
