    If you want horses to be less laggy go into 1.8, horses hate the newest minecraft version. Also I don't really think mana has changed much, there's no need to "fix" it. (at least, that's what I think you're saying...)

    Hey, so first off horses have always been available to all players at level 34. Secondly, I think your horse lag issues have to do with being in minecraft 1.9, so try switching to minecraft 1.8.9 for the best experience. As for mana, I am fairly certain that it drains as an intentional feature to limit and put some constraint on the abilities of the player, similarly to the addition of fall damage.
