I Got A Pulsar But Dont Know What Powder To Add On It

i only have powders of tier I-IV

So here's the question:
the pulsar had two powder slots and what powder should i add to them?
add two tier IVs for the powder special of add two diferent powders?
the first column is tier I powders, second column for tier II , third column for tier III , fourth column for tier IV.
i specialize defense and strength

Tier 4 and up powders give Powder Specials, which are charged up by using your main attack- The powder special for Water and Fire powders are both extremely powerful, so I'd recommend you powder it with 2 fire or 2 water powders.

If you dont want to bother with powder specials, go with Thunder cause it gives the highest base damage buff
