    If you've already started Underice and have given him the helmet, then you need to go to the Nesaak armor shop and buy a helmet there.

    If you haven't given the NPC the helmet yet, do /fixquests and the helmet should reappear.

    If both of those don't work, then you may be glitched out of the quest...
