    I cant enter the giant hole where Anast is supposedly located. Is it a bug or do i need to finish a quest to enter the hole.

    Anast isn't in the hole; he's right outside of the region where the game teleports you out of so you don't jump in the hole.

    I found Anast just on the side of the road and not in any hole. They should be southish, near where the "Death Whistle" NPC should be.

    You're close. Per the wiki: Anast can be found at 11572, 59, 7071. Found Anast off the road you are showing to the south.
