Hunted (PvP mode) buffing

    I understand that while in pvp mode, you cannot buff or be buffed by others (e.g. using war scream), but it also doesn't work during raids which makes little to no sense. I play a defensive class (Paladin) and my main focus is giving buffs and healing with altruism etc. With hunted mode, during raids which are not player vs player based, I couldn't toggle none of my buffs on my teammates.
    Is this actually intentional design or a bug? and if it is intentional then... why? I don't see the reason.
