How to use mana steal?

Mana Steal triggers upon melee, but mana is used for spell.
Melee builds don't need (or need only a little bit) mana, and spellspam build don't melee (or melee much less frequently, which make +x/3s feels like +x/30s).
This is making mana steal feeling a bit strange?

Mana steal can be triggered much more frequently than mana regen (x/3s vs x/5s). For hybrid builds this makes mana steal much better than mana regen as you can build for both damages.

 

I think Lament is the perfect example of a weapon that uses spell steal. Slow Attack Speed and high mana steal, it allows you to still overall have the same effect as mana regen but instead it's triggered via a single melee hit compared to mana over time. It's faster to regenerate your Mana using mana steal in some scenarios, and in the case of Lament, you're probably gonna be using melee anyway for Riftwalker and/or Lightbender
