Technically, the term 'retarded' is medically correct in describing certain people. However, the word itself has sort of deteriorated into an Internet slur, and has pretty much lost its value.

Blindness refers to lack of sight, which would be accurate in your case. Retarded does not equate to stupid (In the sense of wasting effort), it refers to a mental delay - a retardation of the mind. Think of the term Tardy, meaning late.

A lot of medical terms have lost their value, due to the fact that they are used as insults, as people are being compared to impaired people. Dumb means to be mute, to be "struck dumb", for instance. It's why they made the term "Mute".

 

My uncle is legitimately retarded, he has down syndrome, and he's pretty smart, thus proving that the word "retarded" doesn't mean dumb.
