How many emeralds should you have before you start horse breeding? I want a faster horse but I think I'm too poor for it.

It's up to you, but it's usually cheaper to just buy the horse on the trade market or from a player

Horse breeding is very risky- it depends on how much you want to spend and what tier of horse you want. It's much safer to simply buy a horse from another player, as has been said before.

What about those horse upgrade things that you can buy in dungeon shops? Are those worth it?

Never breed horses (unless you redo the quest on a different class and have two spare brown horses, for example) because market prices are cheaper than the average breeding cost.
I would say it’s only worth it for chestnut horses imo but it’s up to you.
Also, I’d never suggest buying a white horse because an upgraded chestnut horse is pretty much the same.
