How Exactly Are Items 'unobtainable'?

    So some items are unobtainable, such as remikas authority, which kinda ruins my build idea, but how exactly does this happen? Is it a bug? What's stopping them from spawning in lootchests/dropping?

    For some reason they just haven't implemented them, everything is pretty much ready to be released to us though
