How Does One Create The Quest Text Box?

When you hover over a quest in the quest book, it shows a box of text explaining the quest (cords, combat lb min. etc). Here is an example:


Now my question is, how does one make that on their own? Because I have a quest idea and I want to see if I can make my own text box (or whatever its called) for my idea. If anyone can help, it would be appreciated, thanks. (I asked someone and incase he doesnt respond, I made this)

 

It's just an item being renamed & having lore added with a format. There are sites that will be able to create custom give commands with these, and there are also plugins.
