    it was coded into a plugin, then it was tested, then they added it to the game.

    Let's say you have 2/2s mana steal. This means that for every 2 seconds, you regain 2 mana while you're hitting a mob. If you were to hit a mob for about 4 seconds, you would have regained 4 mana.
