   For initiator, is it that when a certain enemy is not hit for 4 seconds, the attack on that enemy grants a damage boost? Or is it that the person cannot damage any enemy for 4 seconds?

   If you don't damage any mob in any way for 4 seconds, then the next time you damage a mob, it will deal 60% extra damage and give +1 focus.
