    Does it work in the same way as XP? IE you get less XP (in this case, loot) the higher level you are from the mobs you're killing?

    I'm looking to grind for jera, but I'm using my 86 mage (mobs I'm killing are level 52s and 59s). Thanks

    You should be able to get a Jera on your Lv. 86 mage. Only mob levels affect what is dropped, not your level.
