    you have to be level 75+ i think and at cinfras place thats where the guild create place is

    Wrong section,and you have to be at least lvl 40,then you go to Guild Hall at Cinfras and click the villager with purple name,it costs 5le.

    guilds are extremely glitched, I recommend that you wait until they are working properly before making one
