How Can I Continue The Quest?

I was in the quest 'A Sandy Scandal' and I am disconnected from the server when I am reading the witness report II

I reconnected immediately and I was stuck in the ground after that. I did /kill. After that, I was teleported to spawn and I cannot continue the quest.

I should be teleported when I reach the roof of the scroll shop originally (there is barrier to block players going up), and talking to the bank guard does nothing. Can anyone tell me how should I continue the quest? Thank you.

 

How are you trying to get to the roof? You have to go into the house and walk up the stairs, you can't use movement spells to save a few seconds lol

 

I tried to get to the roof by walking up the stairs but there are barriers that block my way
