help with temple of legdens

ok, so im doing the temple of legdens quest and i need to give sky vapor to rayshyroth. Whenever i get the 12 sky vapor it always says "remember, check your questbook for guidance." i've tried doing /fixquests, and logged out multiple times.
i cant go on with the quest does anyone know how to fix?

 

Seems like you're on a different quest stage. Check your questbook and do what it says.
