    So, I was in the woods and found the powder for the quest right, well I didn't know my inventory was full. I clicked on the relic multiple more times. I even tried relogging and switching servers. Is it possible that the relic will refresh or is this a bug?

    I'm not sure if relics even give you powders at the moment... But when they do its a once a day refresh like daily chests.

    They refresh every 2 hours 4 hours (at least before gavel)

    The tier 1 and 2 powders do, because of the creeper infiltration quest and the temple of legends quest :)

    4 hours for powder relics 8 hours for hidden relics (armor and weapons)
