    Well, it's more like they're being re-made. They were there once, but the team is making a new use for them. Most of us don't know much about it though.

    They have been implemented, they were just temporarily removed for... renovation

    Green powder can only be currently used in the quest: https://wiki.wynncraft.com/index.php?title=Creeper_Infiltration when instructed to make the creeper mask. Like the other commenters have said above, other than in this quest, green powder is useless until the new powder system is released. Yes you can still get them/have them, but they are currently useless.

    If the core reason is to not understand that they are temporarily disabled but to learn how they were used before, then I'll tell you. You could originally "buff" armor/weapons (I'm sure someone else could reword this to help me out by explaining this) by apply 1 powder to it. You could only apply 1 powder (and it's effect) to one item. For example; you're blue mask could have Thorns II if you applied Green Powder II to the armor. However, the new system, to my knowledge, is implementing a "slot" based system where you can add downwards of 4 powders to an item (depending on the item). That's what the "[0/2] slots" means when you identify an item. It means that when powders are re-implemented, you can essentially add two powders to that item.

    The new powders will probably be buffing the respective elemental damage/defense based on how there is red, green, blue, yellow, and white powder now.
