Buying Good Booster Plate/weathered,also Need Advicr

i need a good speed booster plate but also care about the damage buff.Buying weathered for high price.

Also if im going for a half dmg,half speed build for weathered,should i use steamjet walker or wind minic?
Should i put skill points on 100 agity,50dex,48int

Or 100 agility,98water

Honestly it depends if you have any damage in your upper armor (helmet & chestplate) if you have speed on both of them then use steamjet walker

 

What about skil point build? 100 agility aand the rest are?
