Has anybody else gotten this before?

Does it want me to make a new app or revise the one that I sent and resubmit it?

 

I'm pretty sure this means revised your already promising ideas and add more detail.

 

Wait, that exists for GM applications...?

That means you should keep the application "base" you have right now, but make improvements to it (such as specifying particular quest elements, touching up item stats, etc). For you to get that, that means you are very close to your hopes and dreams.

Revise your application, resend it, and make your dreams come true.
