    You can get them in areas with the same lvl as the dungeon for example the jungle near Troms and the Dernel Jungle. The Key Guardians should also spawn close to the dungeon. The third way how you can get the keys is by travelling with the VSS Seaskipper. Sometimes the Captain will give you a key.

    somtimes they spawn near the pirate ship from the underwater quest i got 3 keys from camping there
