Because Fruma's magic and technology is advanced. For example, separatists left and founded Corkus, taking technology with them; hence the Engineer and rumours of tech in Corkus

 

Isn't fruma supposed to be in a civil war

 

except according to the Llevigar library no one except royalty is allowed to study magic there unless it's secret, in which case all the machines must be hidden anyway.

Fruma is a very poor province....there must be a second gate since there has been groups of villagers from gavel going there

 

mechanical magic it says, and pardon, why would a province known to oppress their people allow them access to machinery?

 

Either I really need to re-read Fruma's history, or the only thing that's kept away from them is Magic, which explains why the adventurer/player starts at level one in that regard.

Think of Magic more like a luxury, which it really is; technology is more limited, requires fuel, and is expensive. Plus, it's commonplace, and has been for a long time. If magic were somehow discovered in modern times, it's likely information on it would be kept secret, hm?

 

There's no evidence of any technology in the game clearly not being magical. For example, the Heart of Llevigar is electromagical.

 

Who cares about Fruma when there's Corkus?

 

fruma = a whole province
corkus = some big island

 

Corkus has steampunk stuff, fruma has an oppressive monarchy, I know which one I think is cooler.
