Any Class Found Footage (Necklace)

I was looking through items with 1st spell cost reduction and found a necklace called "Found Footage", but when I clicked on it to find where I get it, it just says "never"

I found a few on the trade market, but it says that I don't fullfill the requirements?

please explain.

 

I have no idea where you get it I just looked on the wiki and you get it from a world event, but the requirements don't show up because the market almost never shows those properly.
