Flight In Distress - How Do We Start?

After a long time, I managed to find the quest npc to start Flight in Distress, but he just says that I need a passport, and that I cant start the quest without it, does anyone know how to start the quest?

I'm definitely on lvl 75 yes.

 

You have to do "Acquiring Credentials" first. As a Humie you do not yet have official status with the Gavelian Bureaucracy. It's a cool quest where you have to stand in different lines to get your papers stamped in triplicate. It's very Meta.
It was created by Abandoned Bank of course.
Don't make the mistake I did and throw out the TSP reports! You'll need that when you apply for benefits doing ???.

 

Pfft, Bank could never make such a professionally great quest! It was, based on only that factor, I who made it.

 

Silly me, I get this quest confused with "Clearing The Camps" Bank's allegory of the Republican Primaries.

"Acquired Credentials" is Ackro's superb quest based on his experiences living in the EU.
You are stopped by an incompetent street magician who is busking in the entrance to a public transit station. He screws up a magic trick and asks you to retrieve a card he dropped over the ledge of the walkway.
You have many exciting European style adventures including: dealing with unhelpful bureaucrats, navigating poorly laid out public spaces with insufficient signage, resorting to using the underground economy when the State fails you, bathing in a public fountain, being assaulted by a drunk skinhead while trying to get a bite to eat while the management looks on, being stared at by some native douchebag who pretends they don't understand you till you get the word pronounced just right, initiation into a group of anarchists, all of which culminates in your going on the dole, and joining the Green party.
