Emerald pouches

I recently began a new class which is now about level 30, along side with my previous class at level 86. Over the past few days since the emerald pouch update I've been lootrunning on both profiles (I know its unnecessary to do this on such a low level character but my friend and I are trying to progress at the same time so I do it while he's offline) and I've noticed some weird trends that may just be coincidence but I wanted to check.

On the lvl 30 one I have gotten at least 3 tier 5 pouches, 2 tier 4's, about 4 tier 2's and at least 9 tier 1's. This was from lootrunning mainly in Nivla woods, Nemract, Almuj and around Detlas. On the other hand, after lootrunning around Cinfras, Thanos, Kander forest and even some in Corkus, I have gotten about 2 tier 1 pouches in total on my lvl 86 class. Is this just bad/good luck, or is there an actual reason for this?
