Clue Dwarven Traitor In Llevigar Prison

i was just searching around the llevigar prison, not being in jail, and i saw on the top floor, there was a hostile entity called a "Dwarven traitor" he was in jail, and i don't remember him being there. was he here last update? he could be the next hint of where to look, a dwarven city. could this have something to do with dogovi's unfinished puzzle? or something to do with anything else related to dwarves?
