I remember @GlitchDoesMC said this in a forum post, but I havent actually seen a mod or GM say anything about this. Can someone confirm?

Not just a loot 4, but every tier.

Anyway, say for example a server just restarted and came back up. If I were to go to, say, a loot chest 3, it would have less loot. If a server was up for a longer time, the loot chest 3 would then have more loot. Try it for yourself.

This is correct, loot chests slowly fill up with items and emeralds over time. That's why lootchests in rarely visited areas have much better loot than loot chests near important roads, even if they have the same tier. When you do loot runs and go around in a circle opening all the chests you know, you'll sometimes see the first chests already respawned when you come back, but they only contain a few emeralds because they have only been there for a few minutes.
