    Quick question:
Flameshot Hilt has just about three times the fire damage of Inferno (without powders) yet does 2000 less damage in a spin attack. Why is this? The attack speed? Or is it just because it's a legendary?

Like you said, it's because of the attack speed. The base attack speed of a weapon affects the spell damage and gives it a spell multiplier. This is why faster weapons typically hit higher numbers in spell damage than lower attack speeds.

Damage isn't based on rarity, rather the attack speed. To balance out the spell damage, weapons with faster attack speeds have a higher spell multiplier (0.51 and 2.5 for Flameshot Hilt and Inferno respectively).

Also, if you look in Wynndata you can see the calculations when hovering over the numbers. If you do this you'll find that spell damage for Flameshot hilt is Avg damage x 0.51 x spell and Inferno's is Avg damage x 2.5 x spell (2 in this case because spin attack deals 200% damage).
