Should making jewlwery with powders grand protection and not level requrmeents?

    So I noticed that whenever I make jewellery with powders, instead of getting elemental protection or damage, for that matter... the item informs me that I need (STAT NAME) of a certain level to wear the jewellery. Should it really be like that? No special special bonuses for using t4-6 powder, just stat requrement
