Crafted armor powder applying

Hey, I am currently playing on craftsmen and for some reason whenever I try to add powder on crafted armor, it doesn't work. And by that I mean it does apply, but it has no effect. At first I thought I can maybe add only high tier powders, cuz I noticed "0% Ingredient Effectiveness" exclamation on the bottom, but I am at 4th tier now and its still on 0. What is even more weird, I can add it on weapon or non crafted armor, but I cannot add it to crafted armor specifically. Not only through ingredients to that, but also with powder master, which is even more sus. Is it bugged or am I missing an important detail here, cuz not only didn't i gett any info on that in game, but even on wiki there was nothing about it, at least I didn't see it.
