I recently happened upon this video by Minecraft YouTuber Antvenom. In it, he discusses how there may be plans to change Minecraft's combat system again:

Supposedly Mojang is looking for feedback on 1.9+ PvP, so if any of you are strong lovers of 1.8- PvP, now may be your chance to recover it!

They better ask pvp communities for advice this time instead of the Minecraft reddit.

"We’re taking Community feedback - I apologize if it made it seem like we were changing it as no decisions have been made. Regardless, Java Edition will remain as it is....No, we are taking feedback for the versions that have not implemented new combat yet. I said absolutely nothing about reverting. All I said is we’re taking feedback." - Helen Zbihlyj from Mojang

To be perfectly honest, I would like to see 1.8 PvP come back (though maybe keep the 1.9 one around as a separate option, gamerule perhaps?). I've never outright hated it, I've played around with it a while ago, and it does offer an interesting style of gameplay, but I guess it's always been sort of... off putting for me? I haven't had the chance to really invest into 1.8+ modding, and that's something I really want to do, but I'm not sure why I've held it off so much, maybe while the 1.9+ PvP has it's benefits, I just really don't feel like investing time to really learn it? Not sure.

Also, I don't want to jump on any bandwagons, but I like to think that the cooldown mechanic is a big reason for the game's decline throughout the past couple years or so. Even if you like it, you can't deny the amount of people that have stopped playing/stopped gaining interest in updates after 1.9+ and stayed in 1.8 or lower because of the change out of hate and/or lack of interest of the changes. (And unfortunately I'm sort of in the latter)

I think removing the cooldown mechanics from the regular game, but keeping it around as a separate option would be the best option to satisfy both proponents and opponents of the current PvP mechanics, and make the game a little more healthy again.

Looking at the gamerule list on the wiki, there doesn't appear to be one. I know it is possible to change the property of weapons to emulate 1.8 PvP, so there's that at least.
