    Maxie didn't spawn, it says speak with maxie but I can't because he didn't spawn?
    I tried relogging and checking wiki but nothing has worked thus far.

    Go back out of the diner area (like past the arc at the front of the cave). Then join s different server. I think /class might work too. This happened to me when I did the quest and doing this fixed it.
