    Does cluster doing more damage than az cuz its seems like it does

    Yeah maybe, Cluster does more damage in general.
    If there were a merit of Az, it is more thunder-damage centered, while Cluster (with Thunder powder)'s damage in bomb arrow is divided into 25% fire, 15% fire, 60% thunder.
