Does using 2 Jester Rings (in separate slots) allow you to gain the 2 tier set bonus or just the 1 tier set bonus?

Does Percent-based Health Regen count as 100% equaling 1 Health Regen (no percent symbol) or does it count as a percentage of how much health you have or does it equal something else?

 

uhh 2 jester rings gives 2 bonus. Percent health regen is +100% = doubles so if you have the base of 10 it gives you 20 I think

% health regen only improves your raw hp regen, if it is something like +200 raw hp regen and you have +20% you will end up with +240 raw health regen.
